The groundbreaking, accompanied by fantastic weather, was celebrated by the Franklin Mayor Ken Moore, county officials, representatives from New York Life, and Al. Neyer employees. The first phase of construction will include site mobilization, site work, and building foundations. Heavy equipment has made its way to the site, and work is starting to remove debris.
